Import Registration Certificate (IRC)

The Import Registration Certificate (IRC) is a mandatory regulatory document issued by the Office of the Chief Controller of Imports & Exports (CCI&E). In Bangladesh’s controlled trade environment, the IRC acts as the primary legal instrument to regulate the inflow of goods, manage foreign exchange, and maintain a balanced trade position.

Whether you are a commercial trader or an industrial manufacturer, you cannot legally clear a shipment through Customs or open an Import Letter of Credit (L/C) without a valid IRC.

Types of IRC

Importers in Bangladesh are generally categorized into two types:

  • Commercial IRC: For entities importing finished goods for the purpose of resale or trading within the local market.
  • Industrial IRC: For factories and manufacturing units importing raw materials, spare parts, or machinery for their own production processes.

To improve the “Ease of Doing Business,” several significant reforms are now in effect:

  • Multi-Year Validity: Importers can now choose a registration or renewal tenure of 1 to 5 years, eliminating the need for tedious annual visits to government offices.
  • Value Ceiling Categories: Importers are classified into categories (ranging from Category 1 to Category 8) based on their annual import value. Registration and renewal fees are determined by these ceilings.
  • Digital Integration: All applications are now processed through the Online Licensing Module (OLM), integrated with NBR and RJSC databases for instant verification.
